Can anyone tell me where to find a Java library that does Muslim prayer time calculation based on the city? Maybe a web service? I would prefer a Java library.

Prayer times are determined by the position of the sun in the sky. The Muslim day begins with the sunset prayer, Mahgrib, followed by the evening prayer, Isha, which begins at nightfall. The last of the prayers to be regulated by the occurrence of twilight is the Fajr, beginning at daybreak.
Each prayer has a specific window of time in which it must be completed. These timings are based upon the sun. For this reason, the timings of each prayer window change (marginally and gradually) each day and are different at various times of the year.
Muslims pray during the following times: Salat al-fajr: the dawn or any time before sunrise. Salat al-zuhr: midday, after the sun passes its highest. Salat al-'asr: the late part of the afternoon.
