I can create static theme as described in documentation which I guess can not be modified at runtime. I need some way or API for changing theme properties at runtime. Is it possible to do it with Chrome?

Chrome on Android has full support for dynamic themes with changing colors. Also, you can customize and change the color of the built-in Chrome theme on a PC. You can use this feature to apply different colors on various pages. So, there is no shortage of dynamicity.
Choose a background themeto open the Chrome Web Store. On the left, click Themes and select a theme. Click + Add to Chrome.
