Because AdMob relies on AdSense to support some of its functionality, an AdSense account is required to use AdMob. If you don't have an AdSense account, we'll help you create one when you sign up for AdMob.
After you've generated the AdSense code, you need to paste it between the <head> and </head> tags of your site. We recommend you place the AdSense code on every page across your site to get the most out of AdSense.
Log in to your WordPress site's dashboard. Go to Appearance → Widgets. On the Widgets page, click on the Custom HTML widget and drag it to the Sidebar section. Paste your Adsense code in the Custom HTML text box.

It's absolutely OK. Why wouldn't Google want you to use their advertising service? I'm sure that any other advertising service is fine as long as the content that it generates doesn't violate the Terms of Service.
