Is it possible in IE8 without using third party plugin like Java?

To drag and drop a file or folder, click it with your left mouse button, then, without releasing the button, drag it to the desired location and release the mouse button to drop it. Refer to your Windows help for more information if you haven't used drag and drop.
IE->Internet Options-> Select Internet Zone->Security level for that zone->click Custom Level Button, there under Miscellaneous category Enable "Drag and drop or copy and paste files" as shown in the image.
