All replies. You can't, content (apps, musiv, films etc) from Apple is tied to the account that originally bought/downloaded it, and it's not currently possible to copy or transfer them to a different account.
Using an iCloud backup, you can transfer all of your apps to a new iPhone at once, without paying anything extra. You can also use the App Store to pick and choose which apps you'd like to download on your new iPhone.
turn on your new phone and tap start. when you get the option, select “copy apps and data from your old phone” you can either do this with a cable to connect the phone or by selecting “A backup from an Android phone” follow the remaining instructions you're given to copy your data over.
We were into the same scenario and we solved the issue by requesting a paid application agreement from the recipient account page.
Disclaimer: this might not be a solution for all instances but in our case it was the only way to proceed with the transfer process.
The recipient should enable Family Sharing on his side.
Family Sharing can be enabled for your apps by accepting the latest Paid Applications agreement in Agreements, Tax, and Banking. To enable Family Sharing for customers who have already purchased your apps, ensure that you’ve selected the appropriate checkbox on the agreements page.
