I just don't know what is happening but I can't download Xcode.
I did click on the update button on the App Store, but it did nothing.
What should I do?
Recent versions of Xcode require macOS 10.14. 4 or higher to run. Since you have 10.13. 6, you can't run that version of Xcode.
The normal way you upgrade Xcode via direct download is to download the new version, extract it from the XIP, and drag it into Applications. Are you having a problem with that? There is no patch-in-place; you just download the new version.
Even with a fast Internet connection, it will take 1–2 hours to install Xcode. A Twitter thread explains why expanding takes so much time and provides a tip to speed up the expanding. If you are installing Xcode from the Mac App Store, you can see the progress of the install from the LaunchPad app.
Maybe it is just temporary bug… wait some time, and try again. Or try to restart the Mac App Store application.
But, if you need it right now, and nothing helps - you can download a dmg file with latest Xcode from: https://developer.apple.com/downloads
The problem is that there is an issue updating Xcode. The update process is stuck so when you press update nothing really happens.
