I found that IMAPv4 has a shortcoming as it forces users to download whole body (text/HTML + attachments).
How to write and propose an RFC to address the issue?
Please kindly share if you had experience of previously writing technical documents, proposals, especially RFCs.

Definition: The Request for Change (RFC) is formal request for the implementation of a Change. The RFC is a precursor to the 'Change Record' and contains all information required to approve a Change.
There are four streams of RFCs: IETF, IRTF, IAB, and independent submission. Only the IETF creates BCPs and RFCs on the standards track.
