I have following problem. I have changed my service name and now have a different youtube account. I would like to transfer all of my videos along with rating and comments from that old account to the new one, is this possible?

You can't merge or link separate YouTube channels or automatically transfer data from one channel to another. But you can manually re-upload your videos to a different channel that you manage. Watch time and other metrics will start over for any new uploads. Download your videos from your own channel.
Sign into your new Google account and select Your Videos to go to YouTube Studio. Click the Upload Videos button, then click the Select Files button and select all the videos or simply drop them into the upload window. Your videos will upload one at a time.
If your channel or account is terminated, you may be unable to use, own, or create any other YouTube channels/accounts. When a channel is terminated, the channel owner gets an email explaining the reason for the termination.
