How can links on websites be made to lead to, firstly, a location in the new Google Maps for iOS app, and if not available, revert to Apple Maps?
Currently, the default functionality is that a link to maps.apple.com
will be opened in Apple Maps on iOS, and Google Maps on other devices.
It'd be good to reverse that on iOS since Google Maps seem to be preferred by most users.
If you don't already have the app you want to set as the new default on your iPhone, get it at the App Store. With that done, tap Settings. Scroll down to the bottom of the Settings screen and tap the app you want to make the default. Tap Default Browser App or Default Mail App.
Helpful answers. GO to settings, safari, then chage defaul search engine from google to bing.. then address links will open in apple maps...
You may need to update your Google Maps app, connect to a stronger Wi-Fi signal, recalibrate the app, or check your location services. You can also reinstall the Google Maps app if it isn't working, or simply restart your iPhone or Android phone.
I do not think a single URL is going to be able to do that.
The Google Maps for iOS uses the comgooglemaps://

I think the best you are going to be able to do is give the user the choice, or just run with Apple maps since you'll know it's there (if there user-agent is iOS 6).
