I've just downloaded the new PHPStorm EAP, and noticed this screenshot:
And I like it very much. Thing is, I can't find any option to make my install looks like this. I know about color scheme, but AFAIK it only change the text editor's color. How can I make my install to look like that? (The screenshot is taken from the EAP site).
Press Ctrl+` or choose View | Quick Switch Scheme from the main menu. In the popup that opens, select the desired scheme (Color Scheme, Code Style, and so on).
By default, you can choose between a light, a dark, and a high-contrast theme. You can install other themes as plugins. For more information, see User interface themes. Select this checkbox to let IntelliJ IDEA detect the current system settings and use the default dark or light theme accordingly.
To change it, open the Settings / Preferences dialog and select Appearance & Behavior | Appearance. There, you can use the Theme selector to choose a UI theme. The built-in themes include Darcula, IntelliJ Light, Windows or macOS Light, and the special High Contrast theme for visually impaired users.

P.S. Since IntelliJ IDEA v14 / WebStorm v9 / PhpStorm v8.0.2 (and any other IDEs on branch 139.xxx or newer) the settings path is a bit different:
