I'm using Angular 4, Bootstrap 4 and trying to implement a fixed scrollable right div and a fixed left div. It should very similar to what Trulia has.
Bootstrap dropped the Affix jQuery plugin in version 4 so this method is not valid anymore, they recommend to use position: sticky, but I cant get it to work.

All you have to do is force the height of the containing div (here a row) to the height of the viewport. Then you make all the columns 100% height and set the overflow-y to scroll. That way any overflow on the column will be scrollable, but they will still take up the whole page.
To move columns to the right, use the . col-*-offset-* class in Bootstrap.

I'm not sure if you simply want a layout with 1 fixed side, or for the side to be fixed until it reaches the footer (like Trulia). Here's a simple layout with fixed left side (Split 50 50).

To make the side fixed (or sticky) only at a specific point, position:sticky
doesn't work very well across all browsers. I'd use a plugin or polyfill as explained here: How to use CSS position sticky to keep a sidebar visible with Bootstrap 4

class is now in Bootstrap which can be used on the left side column to remove the extra css that was required for position:fixed
