I can't find the setting to turn the sandbox mode on/off within a new Facebook application I just created. Does something else have to be turned on or off in order for me to see this setting?

On Android, open the Google Chrome menu, then tap on Settings > Privacy and security > Privacy Sandbox.
Go to https://developers.facebook.com/ , then to My Apps -> Developer Settings -> Delete my Developer Account.
You may need to enter your contact email address under settings section.
