In KDE4 that was quite simple. There was a Kwallet section in System Settings. I've tried to remove kwallet package, but plasma depends on it.

Start System settings. Go to the Advanced tab. Press KDE Wallet icon. Uncheck Enable the KDE Wallet subsystem.
To unlock KDE Wallet automatically on login, install kwallet-pam for the PAM compatible module. The chosen KWallet password must be the same as the current user password. Note: kwallet-pam is not compatible with GnuPG keys, the KDE Wallet must use the standard blowfish encryption.

(2) Type wallet, this will show KWalletManager. (3) Goto settings. (4) Uncheck "kwallet system active". This will disable the kwallet subsystem.
To disable it run kcmshell4 kwalletconfig and continue at step 3 or start from the beginning: 1 Start System setings 2 Open Account Details 3 Go to the "KDE Wallet" tab 4 Uncheck Enable the KDE Wallet subsystem 5 Click Apply to apply the changes and close the settings window. More ...
I use KDE Plasma 5.12. Open the KDE menu and search "system preferences" and click on it. Now search for "notifications". At top right of the window you could see a dropdown, in my case, I had already choosen "accesibility" option, then change it and choose "wallet".
The wallet system remains active and if an application is configured to use the Kwallet by default it can silently add passwords to the wallet. What you end up with is an insecure password wallet that can be accessed by anyone if they get access to it.
To disable the KDE wallet:
KWalletManager."kwallet system active".This will disable the kwallet subsystem.
