On iOS we can use MPVolumeView to change the system volume but it's not available on tvOS.
Is there any API that allows us to change tvOS' system volume?
Use the Siri Remote to control the volume of your TV or receiver. Open Settings on Apple TV. Go to Remotes and Devices > Volume Control and choose Auto. Note: These settings may not work with all devices.
Restart your Siri Remote or Apple TV Remote Press and hold the TV/Control Center button and the Volume Down button at the same time. Hold the buttons down for about 5 seconds, or until the status light on your Apple TV turns off and on again. Release the buttons.
With Apple TV: From the Home Screen on Apple TV, select Settings > Video and Audio > Audio Output. Select the HomePod or stereo pair that you want to use for home theater audio. With iPhone, iPad, or iPod touch: In the Home app, press and hold Apple TV, then scroll down and tap Default Audio Output.

The best I found was according to an apple dev. q&a concerning master volumes Every device may not support master volume control or individual channel control however you should be able to use coreAudio as supported in tvOS
