Check whether you're streaming or downloading anything that might be using bandwidth during the Speedtest, and then try testing again. If your Speedtest result still seems slow, try rebooting your device or your router, and ensure that your router does not have any Quality of Service (QOS) features turned on.
Like the title, says, my 500/500 Fiber Internet is getting throttled by the Google WiFi mesh system to about 100/100 or 90/90 -- all wired connections and wireless connections are affected. Interestingly, the Home app speed tests all show the correct speeds, usually around 485/490 which is correct.
I don't know if this is how Google does it (though it seems sensible), but what I'd do is perhaps time the initialisation process - e.g. "have certain key elements been initialised in the document within (say) 30 seconds" - if not, then propose to the user that their connection's slow. The language Google uses, as you know is, "this seems to be taking longer than normal", which suggests to me that they don't have an overly complicated solution to this.
