Click Roles in the left-side menu to expand the section, then click Roles again underneath. In the Administrators section on the right, click Add Administrators. Type the new owner's name; or if they're not your Facebook friend already, type in their Facebook ID or username. Click Submit.
To transfer ownership of your Page in Business Manager to someone, you can approve their ownership request if you are the Business Manager admin. This scenario applies when you're trying to claim a Page that's not owned by your Business Manager.

Yes. In the apps dashboard there is a section called Role. There you can add a new user as admin and remove the current one. The previous user will no longer be able to make changes in the app.
