I want to test the complication but I can't scroll the complication in following screen (in simulator).
Other screens of the simulator can be scrolled by mouse. I'm using Xcode 9.

You can click the trackpad and drag (as other folks have said), or if you have "Three finger drag" enabled in Trackpad preferences, you can scroll with three fingers. Show activity on this post. You need to click and hold to scroll.
Try a forced reset; To force reset your Apple Watch, press and hold both the side button and Digital Crown for at least 10 seconds, then release both buttons when you see the Apple logo. Reset your Watch by pressing in the crown and side button until you see the Apple logo, then release both.
Scroll or zoom a screen by rotating the Apple Watch Digital Crown on the side of your Apple Watch. You can also scroll by swiping vertically on any screen with scrollable content. Press the crown to select an item.
Scroll you mouse at the crown area (image below) and then you can scroll the content in the simulator.
