I am trying to publish my android library with jitpack. But getting buildscript {} blocks must appear before any plugins {} blocks
error.

If above mentioned build.gradle file is complete then I believe it's not complete. Your library's build.gradle file should look something like this:

I was getting the same issue while building a project on jitpack
. I was using detekt
plugin in my build.gradle
file. I think the main problem is
plugins {
id "com.jfrog.bintray" version "1.8.3"
}
block's position in gradle.file
When I moved my detekt plugin
definition, the problem was fixed.
Instead of applying plugins like this:
'com.android.application'.
Add them to the already existing function like this:
plugins { id 'com.android.application' id 'kotlin-android' id 'com.google.gms.google-services' }
