Is it possible to get iPhone address book/contacts into a mobile web app? Yes/No, how?

you can access files from mobile device,but you cant access contact. The correct term would be: the user can upload files.
On the Contacts screen, in the lower-left corner, select the Settings icon (gear) > Select All. To choose specific contacts to export, press Shift or Ctrl to select contacts one by one. After the contacts are selected, tap Settings again and choose Export vCard. The selected contacts are saved to your computer as a .
Sign in with your Apple account. After entering iCloud, click "Contacts" to open your address book. Continue clicking on the cog icon at the bottom left and choose "Export vCar...". Then you've transferred your iPhone contacts to the computer.
1-App to App transfer (needs app to be installed on both phones) simply tap pick your contacts you want to send and tap send and you will be given a reference ID, you enter the ID on the destination phone and contacts will be transferred instantly.
There is no API in JavaScript to fetch the address book content in Mobile Web application BUT the PhoneGap have made it available through the plugins So they have exposed the Phone Contact list through Contact JS class,
