I followed installation instruction at: https://www.tensorflow.org/versions/master/get_started/os_setup.html#pip_install
I am using python 2.7.11 (Anaconda) on Mac OS X 10.11. I checked but setuptools 18.5 is already installed on my computer.
and met the error

If the "No module named 'tensorflow'" error persists, try restarting your IDE and development server / script. You can check if you have the tensorflow package installed by running the pip show tensorflow command. Copied!
The recommended way to install setuptools on Windows is to download ez_setup.py and run it. The script will download the appropriate . egg file and install it for you. Once installation is complete, you will find an easy_install program in your Python Scripts subdirectory.
I had the exact same issue (using Python 2.7.11 (Anaconda) on Mac OS X 10.11).
Adding --ignore-installed
flag worked for me (as discussed here).
$ pip install --upgrade https://storage.googleapis.com/tensorflow/mac/tensorflow-0.6.0-py2-none-any.whl --ignore-installed
$ python
>>> import tensorflow
