Error Installing Package to Python - Error with requirements to build wheel

newbie to Python, am trying to install a package to explore Python, but can't get it installed. Below is the error output. I've already tried installing wheel, which did not fix the issue. can anyone help pls?

Try using upgrade command for wheel:

pip install --upgrade setuptools wheel 

then the installation command:

pip install [PACKAGE]
