I recently had an EC2 instance that I terminated, I've deleted everything except for the Default Security Group which I am not allowed to delete. Note: I've deleted all the Inbound Rules and Outbound Rules. My bill still reflects EC2 charges which are by the hour. Do I need to worry about deleting this security group?
Security group rule IDs and tags for security group rules are available in the AWS Management Console, AWS API, and AWS CLI. There is no charge for using security group rule IDs or tags for security group rules.
Open the Amazon EC2 console at https://console.aws.amazon.com/ec2/ . In the navigation pane, choose Instances. Select your instance, and then choose Actions, Security, Change security groups. For Associated security groups, select a security group from the list and choose Add security group.
A security group acts as a virtual firewall for your EC2 instances to control incoming and outgoing traffic. Inbound rules control the incoming traffic to your instance, and outbound rules control the outgoing traffic from your instance.
The security group for each instance must reference the private IP address of the other instance, or the CIDR range of the subnet that contains the other instance, as the source. If you reference the security group of the other instance as the source, this does not allow traffic to flow between the instances.
When you launch an instance, you can specify one or more security groups. If you don't specify a security group, Amazon EC2 uses the default security group. You can add rules to each security group that allow traffic to or from its associated instances. You can modify the rules for a security group at any time.
An AWS security group acts as a virtual firewall for your EC2 instances to control incoming and outgoing traffic. Both inbound and outbound rules control the flow of traffic to and traffic from your instance, respectively. AWS Security Groups help you secure your cloud environment by controlling how traffic will be allowed into your EC2 machines.
→ Login to your AWS account → Search EC2 instance → Click on the Security Group from the left. → Here we will land on a page where we will see a list of security groups. Normally one is default at the time of account creation and the other which we see below is the number of EC2 instances running (two in my case).

There is no charge applicable to Security Groups in Amazon EC2 / Amazon VPC.
You can drill-down into your billing charges via the Billing Dashboard. Just click Bill Details, expand the Elastic Compute Cloud section and a breakdown of charges will be displayed:
You should then be able to see the origin of your charges.
