Why are these dropdown boxes empty?

Your App Service Environment can take up to two hours to create.
If creating a new App Service plan, select the appropriate Isolated SKU size. Linux apps and Windows apps cannot be in the same App Service plan, but they can be in the same App Service Environment. Select Review + create, make sure the information is correct, and then select Create.
Microsoft Azure Web Apps allows us to create a powerful new website in seconds. In this Azure tutorial, we are going to learn about how to create an empty Azure Web App. Login to Azure portal using your login username and password. To create Azure Web App, Navigate to +New | Web + mobile | Web App as shown below.
In the App Service Plan section, select an existing plan, or create a plan by selecting Create new. When creating a plan, you can select the pricing tier of the new plan.
You can create an empty App Service plan, or you can create a plan as part of app creation. In the Azure portal, select New > Web + mobile, and then select Web App or another kind of App Service app. Select an existing App Service plan or create a plan for the new app.
Select Add VNet. The dropdown list contains all the virtual networks in your subscription in the same region. Select an empty preexisting subnet or create a new subnet. During the integration, your app is restarted. When integration is finished, you'll see details on the virtual network you're integrated with.
Log out of your account on Visual Studio. Then log back in.
It fixed the issue for me in Visual Studio 2017.
One explanation would be that Visual Studio has cached your account info from before you started the subscription. Logging out and back in forces a refresh of this data. I hope Microsoft fixes this soon as it is not a good first impression (and quite problematic to move forward at all) for trying to use their otherwise excellent platform :).
