To display white, set all color parameters to 255, like this: rgb(255, 255, 255).
CSS rgb() Function The rgb() function define colors using the Red-green-blue (RGB) model. An RGB color value is specified with: rgb(red, green, blue). Each parameter defines the intensity of that color and can be an integer between 0 and 255 or a percentage value (from 0% to 100%).
Changing the opacity of the background color only To achieve this, use a color value which has an alpha channel—such as rgba. As with opacity , a value of 1 for the alpha channel value makes the color fully opaque. Therefore background-color: rgba(0,0,0,. 5); will set the background color to 50% opacity.
The code you have is a white with low opacity.
If something white with a low opacity is above something black, you end up with a lighter shade of gray. Above red? Lighter red, etc. That is how opacity works.
Here is a simple demo.
If you want it to look 'more white', make it less opaque:
background:rgba(255,255,255, 0.9);

A little more visible:
rbga(255,255,255,.3)
I believe
rgba( 0, 0, 0, 0.8 )
is equivalent in shade with #333.
