The Android Support Library Setup docs mention that you might be able to get support libraries through the Android SDK manager, though that functionality will be removed soon.

You can check the official documentation.

Starting with 25.4.0:

Important: The support libraries are now available through Google's Maven repository. For more information, see Support Library Setup.

Make sure that the repositories section includes a maven section with the "https://maven.google.com" endpoint.

allprojects {
    repositories {
        jcenter()
        maven {
            url "https://maven.google.com"
        }
    }
}

I found the solution. below is a part of buld.gradle file. I had to downgrade default gradle(gradle 3.3 was on my system) to gradle 2.3.3 :

buildscript {
    repositories {
        jcenter()
        maven {
            url "https://maven.google.com"
        }
    }

    dependencies {
        classpath 'com.android.tools.build:gradle:2.3.3'
    }
}
