It's best to start from further away from the cat, because if you build too close, that cat will always find a way to squeeze past! When you've figured it out and built a fairly wide, closed perimeter, you must then fill it with circles until the cat has no circles to jump to.
This game works on a hexgrid, which is similar to a beehive, where you have hexagonal tiles, and you play against a cat, taking turns to block his way out. If the cat can't move, you win. If the cat reaches an edge, you lose.

I was wondering what algorithm makes the cat "intelligent"? How does the cat decide which direction to take?
One solution that comes to my mind is breadth first search and go in the direction with the shortest exit path.
