We have created telegram bot which has many difficult operations. Bot was created by one developer using his phone number. Is it possible change bot's owner or add another user as admin to bot?

It's impossible to see the owner of a Telegram Bot according to Telegram MTProto protocol.
With Telegram bots are not private. Everybody can find them. The difference is that a certain communication channel with the bot can be made private. This is a group with the bot that you and the bot are members of.
To change the name of a Telegram bot, start a chat with the @BotFather and send the /setname command. You will be prompted to select the Telegram bot which you want to rename and once selected you will be asked to type the new name of your bot.
If you've unpublished one of the episodes or edited the content in your bot, to see the changes type in "/restart" in the chat. This will restart your bot with the changes. Applies to all platforms - Telegram, Kik, FB messenger.
Recently, the function of transferring the bot to another person appeared.
