Can't Autowire a Bean which is present in a dependent Jar

I have tried this solution found in the following questions, but none work in my case:

Is @autowired used for dependency injection?

Spring @Autowired annotation is used for automatic dependency injection. Spring framework is built on dependency injection and we inject the class dependencies through spring bean configuration file.

Why Autowiring is not working?

When @Autowired doesn't work. There are several reasons @Autowired might not work. When a new instance is created not by Spring but by for example manually calling a constructor, the instance of the class will not be registered in the Spring context and thus not available for dependency injection.

Can we use @autowired in pojo?

The beans can be wired via constructor or properties or setter method. For example, there are two POJO classes Customer and Person. The Customer class has a dependency on the Person. @Autowired annotation is optional for constructor based injection.

What is dependency Autowiring?

Autowiring feature of spring framework enables you to inject the object dependency implicitly. It internally uses setter or constructor injection. Autowiring can't be used to inject primitive and string values. It works with reference only.

Try to add classpath*: Prefix to your scan. (read here)

The * means scan in all jars on classpath

UPDATE:

Your converter has package myapp.framework.web.converter but scan checks myapp.framework.export

I think there is issue in autowiring as Generic class. We have to specify particular Type while autowiring.
