I just create a new EC2 instance on Amazon, with default options, and there is no way to associate an Elastic IP with this instance. The options are not available, and I haven't reach my limit.
AWS added automatically an public ip, but I am afraid that this is not flexible as an Elastic IP (I will install Nginx on this instance).
Anyone knows what networking configuration I need to change to AWS allow me set up Elastic IPs?

To associate an Elastic IP address with an instanceOpen the Amazon EC2 console at https://console.aws.amazon.com/ec2/ . In the navigation pane, choose Elastic IPs. Select an Elastic IP address and choose Actions, Associate address. Select the instance from Instance and then choose Associate.
Short description. If you can't connect to an Amazon EC2 instance or an elastic network interface that has an attached Elastic IP address, be sure that: Security group rules for inbound traffic allow connection to the port or protocol.
To tag an Elastic IP addressOpen the Amazon VPC console at https://console.aws.amazon.com/vpc/ . In the navigation pane, choose Elastic IPs. Select the Elastic IP address and choose Tags. Choose Manage tags, enter the tag keys and values as required, and choose Save.
An Elastic IP address is a reserved public IP address that you can assign to any EC2 instance in a particular region, until you choose to release it. To allocate an Elastic IP address to your account in a particular Region, see Allocate an Elastic IP address.
The elastic IP address is a static public address that stays always the same regardless if we are stopping an Amazon EC2 instance. All the mentioned IP addresses (private, public, elastic) can be seen under the Description tab of every Amazon EC2 instance.
Under Associate Elastic IP address, search for the running instance that should get an elastic IP address and choose the private IP address that will be associated with Elastic IP address, and then select Associate.

Three types of IP addresses can be assigned to Amazon EC2 instance: private IP, public IP, and elastic IP. The private IP address is used for internal communication between instances that are in the same VPC. It is assigned by Amazon DHCP and it is a static IP address.
From the availability zone it seems your Instance is in a VPC so when you are allocating a new Elastic IP be sure you are allocating the IP address for a VPC as classic Elastic IP cannot be attached to a EC2 instance in a VPC. Once you allocate Elastic IP you will be able to associate that elastic IP using your method.
