I just installed Lubuntu 19.04 on a computer, everything went correct. But 3 days after that, the apt update
command stopped working. I do not know what could be the causant of that.

This error can happen when fetching the latest repositories during " apt-get update " was interrupted, and a subsequent " apt-get update " is not able to resume the interrupted fetch. In this case, remove the content in /var/lib/apt/lists before retrying " apt-get update ".
Symantec Endpoint Protection also causes this problem. Temporarily disabling Symantec seems to allow apt-get in WSL Ubuntu to function properly. Sorry, something went wrong.
Ubuntu or Debian Linux system maintains a local database (so-called APT package index) of packages that are available from the repositories defined in /etc/apt/sources.list, or in /etc/apt/sources.list.d/.
I had the same problem. I solved in this way:
sudo sed -i -e 's/archive.ubuntu.com\|security.ubuntu.com/old-releases.ubuntu.com/g' /etc/apt/sources.list
grep -E 'archive.ubuntu.com|security.ubuntu.com' /etc/apt/sources.list.d/*
sudo apt-get update
You need to update your repository targets to the Eoan Ermine (19.10) release of Ubuntu. This can be done like so:
sudo sed -i -e 's|disco|eoan|g' /etc/apt/sources.list
sudo apt update
