I was hoping to download Apache Axis from this location http://www.apache.org/dyn/closer.cgi/ws/axis/1_4
but it turns out that all the mirrors listed there show me

Currently, wsdl2java is located in the Apache CXF package. If you extract it you will find handy scripts in the bin directory that simplify the execution process.
The current release is 1.8. 2 and was published on July 14, 2022. The release note for this release can be found here.
We are planning to deprecate Apache Axis in October 2021. If your organization currently uses this framework, we wanted to tell you how this impacts you and what your options are.
Visit the backup site mirror. i.e http://www.us.apache.org/dist/ws/
and click on the "older releases" link i.e. http://archive.apache.org/dist/ws and browse to the axis/1.4 folder.
