I've submitted an app a few days ago and it's still waiting for review. In the meantime I've done some improvements... could I submit that new binary now or is that going to reset my waiting time so that I basically start from scratch again?

Review status On average, 90% of submissions are reviewed in less than 24 hours. You'll be notified by email of status changes. You can also check the review status of your submission in the My Apps section of App Store Connect or on the App Store Connect app for iPhone and iPad.
Resubmit your iOS app to the App StoreClick on the + button in the left corner of the screen. Click on Add app if you haven't uploaded your app to this Transported app before. Upload the IPA file that you downloaded from your AppMySite account. Once the build is uploaded, you will see the Deliver button.
How long does it take to get App Store approval? In most cases, it takes about one to three days to receive approval, and it can take up to 24 hours for your app to appear in the App Store after approval. Check current average app store review times here.
You must reject your binary that is in review before updating it. This will, in turn, place you in the back of the queue, as stated on Apple's Developer website.
