When I run my CakePHP application on localhost Ubuntu 14.04 (LAMP) I get this error:

I am not sure where is the issue. I tried sudo chmod 775 /var/www/html/tmc/lib/Cake/Cache/Engine/FileEngine.php
command but it didn't fix the issue.
If you're running apache or nginx (fast-cgi) as user www-data
that user should be the owner of the file:
cd /var/www/html/tmc/app;
find tmp -type d -print0 | xargs --no-run-if-empty -0 chmod 2755;
find tmp -type f -print0 | xargs --no-run-if-empty -0 chmod 0644;
chown -R www-data:www-data tmp;
