Do these exist? Can you recommend one?
You cannot do that. OS/400 (aka i5OS now) only runs on IBM POWER series of processors. VMware only virtualize x86 architectures.
The AS/400 uses the PowerPC microprocessor with its reduced instruction set computer technology. Its operating system is called the OS/400.
AS400 is considered dead but the latest IBM Power systems with IBM i are still one of the robust and reliable system architectures used by many organizations. Although it is one of the legacy systems but its modified versions have excellent OS and documentation.
IBM i is the operating system for the Power Series. (The latest version is 7.3, as of this writing.) It is the grandchild of OS/400, which itself went through many iterations as the hardware changed. In short, the AS/400 is a physical server from the late 1980s.
No. This is highly proprietary and I do not know of one.

The best you can do is get a cheap, used AS400 on ebay or an LPAR on a larger machine.
