AutoCAD web app and AutoCAD mobile app allow you to use AutoCAD online and edit, create, and view CAD drawings and DWG files in the web browser. Autodesk Viewer is a free online viewer that works with over many file types, including DWG.

Use the Convert DWG tool in DWG TrueView to convert the drawing to a newer file format that will let it open in a newer AutoCAD (see Using Autodesk DWG Trueview to Convert .
The best among these is a free and open source software called LibreCAD. The software is very small and it installs in a few minutes. You can simply open the DWG files in this software and also make minor drawing modifications in it. The LibreCAD recognizes layers and blocks of the DWG files too.
The Ivan CAD Library works very well with DWG R15, R18, R21 and R24. I found it at www.ivancad.com
