Apple developer Enroll with Two-Factor Authentication

This week I tried to enroll to the Apple developer program. Without that I can't publish an App to the store.

When entered in the Enroll program https://developer.apple.com/programs/enroll

It ask me to turn on the two-factor authentication. I did that, inserted my phone number and now every time that I do the login I have to insert my password and my 4-digit sent to the phone.

After I enter again in the Enroll program, it appear a disclaimer again to set the two-factor authentication.

Anyone with the same problem?

Your account is associated with Two Step Verification instead of Two Factor Authentication. You've to switch the account from Two Step Verification to Two Factor Authentication as they're not same thing.Following way, you can switch it-
