What does it mean when it says connection timed out?

Related. A server connection timeout means that a server is taking too long to reply to a data request made from another device. Timeouts are not a reply message: they show up when there isn't a reply and a server request is not fulfilled in a predetermined length of time.

How do I fix Google Play connection timed out?

Wipe Cache Partition Then, simultaneously press and hold the “Power key + Home key + Volume up button.” Leave the Power key when the phone vibrates, but still hold the rest of the two. Then, you should see the “Android recovery screen.” Here, use the “Volume Down button” to select the “Wipe Cache Partition.”
