Is there a service that will notify me whenever a user post a review for my app that meets a pre-defined criteria (e.g. a one-star rating)?

If a review violates Google's prohibited and restricted content for reviews, it will be removed. While most Google reviews disappear due to spam, fake content, or off-topic content, below are all the reasons why Google may remove reviews in its fight against spam and inappropriate content.
Unfortunately, to answer your question directly, you cannot remove a review from Play Store.
Standard publishing: Updates to existing apps are processed and published as soon as possible. By default, your app will use standard publishing. Certain apps may be subject to extended reviews, which may result in review times of up to 7 days or longer in exceptional cases.
For all who is still looking for an answer. Now there is such an option. In your google play developer console go to "settings" -> "Email notifications"
