With some older cell phones, you can connect them to a computer and use them as a Dialup/FAX modem (to connect to a dialup ISP for example). I have been trying to find out if this possible with Android, but all my searches end up with people looking to share their phones Internet connection with their PC. This is NOT what I'm looking to do. I'm wanting to use Hyper-terminal to have my phone place a call to a PBX, so I can make changes to the PBX remotely.

Under the 'Wireless and networks' heading, select Tethering and mobile hotspot and then select USB tethering. The network icon in the taskbar should display a wired connection when it is successful. Congratulations, you have now successfully used your Android smartphone as a modem.
As a phone line for an actual dial-up modem, no a cell phone won't work. Landline telephones transmit voice as a raw analog signal. Cell phones use a codec to compress the sound into a digital data packet before transmitting.
A fax modem is an accessory for a computer that allows you to transmit and receive data via a phone line. This device can be used to establish a dial up connection to the internet, or to send faxes via a dial up connection.
A fax modem is like a data modem but is designed to transmit and receive documents to and from a fax machine or another fax modem. Some, but not all, fax modems do double duty as data modems. As with other modems, fax modems can be internal or external. Internal fax modems are often called fax boards.
As I already expressed here, your stock Android phone cannot be used as an AT modem. - There isn't even a serial connection built in.
Question: How is the PBX controlled anyway? Does it implement an "analog" CSD modem, like FAX machines use(d) to?
In that case, you'd be completely out of luck since GSM/UMTS/... data transfer works quite differently.

It can not be that difficult to set up if you use a SIP account to fax. I have a PBX in a Flash installed at home. There I use Hylafax to communicate over SIP to my SIP provider. I guess you could use Google Voice for this?
