I have downloaded PostgreSQL 10.4 and when I launch it pgAdmin4 opens in a web browser. I want to use the desktop mode and I don't know how to do it on Windows 7. Any help ?

Runtime Menu¶ Click to open configuration dialog to configure fixed port, port number and connection timeout. Click to open the view log dialog to view the pgAdmin 4 logs. Click to enter/exit the full screen mode. Keyboard Shortcuts: OSX (Cmd + Ctrl + F), Other OS (F10).
pgAdmin may be deployed as a web application by configuring the app to run in server mode and then deploying it either behind a webserver running as a reverse proxy, or using the WSGI interface. When deployed in server mode, there are two notable differences for users: Users must login before they can use pgAdmin.
Latest non-web desktop version was v2.1 https://www.postgresql.org/ftp/pgadmin/pgadmin4/v2.1/windows/
Since v3.0 they completely moved to browser version
