If you want to remove the hover effect. You need to customize the button template. Below is the default template, I've commented out PointerOver visual state. So there will be no change while pointer hover.

<Button x:Name="btnLogin"
Content="Login"
Click="btnLogin_click"
HorizontalAlignment="Left"
Height="50"
Margin="83,255,0,0"
VerticalAlignment="Top"
Width="114"
Background="#FFE6410C"
Style="{StaticResource MyButton}"/>

<Style TargetType="Button" x:Key="MyButton">
    <Setter Property="Background" Value="{StaticResource ButtonBackgroundThemeBrush}" />
    <Setter Property="Foreground" Value="{StaticResource ButtonForegroundThemeBrush}" />
    <Setter Property="BorderBrush" Value="{StaticResource ButtonBorderThemeBrush}" />
    <Setter Property="BorderThickness" Value="{StaticResource ButtonBorderThemeThickness}" />
    <Setter Property="Padding" Value="12,4,12,4" />
    <Setter Property="HorizontalAlignment" Value="Left" />
    <Setter Property="VerticalAlignment" Value="Center" />
    <Setter Property="FontFamily" Value="{StaticResource ContentControlThemeFontFamily}" />
    <Setter Property="FontWeight" Value="SemiBold" />
    <Setter Property="FontSize" Value="{StaticResource ControlContentThemeFontSize}" />
    <Setter Property="Template">
        <Setter.Value>
            <ControlTemplate TargetType="Button">
                <Grid>

Here is the XAML that will help you:

<Style x:Key="ButtonStyle1" TargetType="Button">
    <Setter Property="Template">
        <Setter.Value>
            <ControlTemplate TargetType="Button">
                <Grid Background="Transparent">
                    <VisualStateManager.VisualStateGroups>
                        <VisualStateGroup x:Name="CommonStates">
                            <VisualState x:Name="Normal"/>
                            <VisualState x:Name="Pressed"/>
                            <VisualState x:Name="MouseOver">
                                <Storyboard>
                                    <ObjectAnimationUsingKeyFrames Storyboard.TargetProperty="Foreground" Storyboard.TargetName="ContentContainer">
                                        <DiscreteObjectKeyFrame KeyTime="0" Value="{StaticResource PhoneBackgroundBrush}"/>
                                    </ObjectAnimationUsingKeyFrames>
                                    <ObjectAnimationUsingKeyFrames Storyboard.TargetProperty="BorderBrush" Storyboard.TargetName="ButtonBackground">
                                        <DiscreteObjectKeyFrame KeyTime="0" Value="{StaticResource PhoneForegroundBrush}"/>

                                </Storyboard>
                            </VisualState>
                            <VisualState x:Name="Disabled">
                                <Storyboard>
                                    <ObjectAnimationUsingKeyFrames Storyboard.TargetProperty="Foreground" Storyboard.TargetName="ContentContainer">
                                        <DiscreteObjectKeyFrame KeyTime="0" Value="{StaticResource PhoneDisabledBrush}"/>
                                    </ObjectAnimationUsingKeyFrames>
                                    <ObjectAnimationUsingKeyFrames Storyboard.TargetProperty="BorderBrush" Storyboard.TargetName="ButtonBackground">
                                        <DiscreteObjectKeyFrame KeyTime="0" Value="{StaticResource PhoneDisabledBrush}"/>
                                    </ObjectAnimationUsingKeyFrames>
                                </Storyboard>
                            </VisualState>
                        </VisualStateGroup>
                    </VisualStateManager.VisualStateGroups>
                </Grid>
            </ControlTemplate>
        </Setter.Value>
    </Setter>
</Style>

Try changing the values. And do not forget to add the style property in to the button.
